IRS insists that every late filing taxpayer prepare and file an extension form by April 15. This monumental effort is a complete and utter waste of time, paper, and resources because if a taxpayer doesn't owe any tax there is no late filing penalty. In case you missed that? If you don't file an extension nothing happens unless you owe additional tax. Then you get hammered for late payment and late filing penalties.
As backwards as California is, the Golden Fleece State went to a paperless extension that is automatically approved a decade ago (or so). If a California taxpayer desires an extension he does nothing and the new due date for the return is October 15. If a California taxpayer owes additional tax and desires an extension, she sends in an extension form with a payment.
Because the law requires it, TWC files extensions for his clients anyway (even if we haven't heard from you since last year).
